Raiola believes that he can persuade Lazio to sign Balotelli, despite the fact that his wage demands will be a strain on their budget.
Liverpool had signed the Italian forward in 2014 from AC Milan for a fee of around £15 million to replace Luis Suarez.
In his first season with the Reds, Balotelli could just manage four goals in twenty eight appearances.
He was loaned back to Milan for the 2015/16 season but failed to impress at his old club too, scoring just three goals.
